Warrensburg is surprisingly accomodating for a city its size. The University of Central Missouri is the anchor and largest employer in the town. It brings a lot of professionals to the area and allows an intellectual culture to flourish.
Warrensburg has a relatively vibrant downtown that was recently revitalized. Pine Street provides bars, clubs, and hangouts for everyone, and is generally geared toward university students.
Warrensburg is easy to get to by car or train. Amtrak has a nice station downtown with trains to St. Louis and Chicago to the east and Kansas City, Oklahoma, and Colorado to the west. Highway 50 and Missouri-13 provide easy access by car.
Warrensburg is about 45 miles from Kansas City, close enough to enjoy larger city amenities on the weekend if you'd like.
Warrensburg is mostly a Missouri locals' town. When I moved here, I found it very difficult to meet people, especially people who were also new to the state. Most people I've met are from this state, but not necessarily from Warrensburg. The University provides a type of "transient" atmosphere, but mostly for Missouri locals.
Warrensburg is not close enough to Kansas City to commute to the city on a daily basis or to casually enjoy an evening in the city. You have to make a weekend all-day trip of it, which is disappointing for me.
There isn't much entertainment for people who don't enjoy country or classic rock music. The university provides some classical music events, but not enough to satisfy serious classical music fans. For others, your best bet is finding people who enjoy the same music and movies as you.. and having house parties.
