I was born in Frankfort and have lived here my entire life. Despite my constant complaints of the city because it is incredibly boring, it really is not all that bad. For the most part, Frankfort is a good city to raise your children in: it is safe, although the Franklin County Public School System leaves quite a bit to be desired. I would strongly suggest the Frankfort Independent Schools, which is centered in downtown Frankfort.
Downtown Frankfort is my favorite place in the city. The historic area includes small restaurants, small businesses, and outdoor concerts during the summer. There are quite a few parks in Frankfort, my favorite being Cove Springs, which has hiking trails and is breathtakingly beautiful in the warmer months. The weather in Kentucky is very fickle. For example, it snowed Monday and is over 60 degrees today (Thursday).
For shopping malls or any real economic or artistic culture, you have to drive half an hour to Lexington or an hour to Louisville. If you are looking for a intellectual and artistic community, Frankfort is definitely not the city for you. We are a small town here, with close-minded hicks full of Southern hospitality to share with your family.
